Arizona
Phoenix
AZPhoenix moved from registration to a permitting regime effective 6 November 2023, requiring a 250 USD annual short-term rental permit and display of the permit number in advertisements. Arizona state law limits primary-residence and zoning restrictions, and guests pay stacked state, county and city transaction privilege taxes.
Scottsdale
AZScottsdale requires an annual short-term rental licence under Ordinance 4566 and an Arizona Transaction Privilege Tax licence, with insurance requirements. California
Los Angeles
CAUnder the Home-Sharing Ordinance, Los Angeles restricts short-term rentals to a host's primary residence and requires annual registration, with a default cap of 120 nights per year unless extended home-sharing approval is obtained. Guests pay the city transient occupancy tax.
Palm Springs
CAPalm Springs regulates vacation rentals through a registration certificate and limits the number of rental contracts per year rather than nights, at 32 for existing permittees and 26 for those permitted after October 2022. Guests pay the city transient occupancy tax plus a tourism improvement district assessment.
San Diego
CASan Diego operates a four-tier Short-Term Residential Occupancy (STRO) licence system, with whole-home non-primary licences capped at roughly 1 percent of housing stock. Guests pay a city transient occupancy tax, higher in tourism marketing district zones.
San Francisco
CASan Francisco requires hosts to be permanent residents living in the unit at least 275 nights per year, registering with the Office of Short-Term Rentals, and caps un-hosted rentals at 90 nights per year. Guests pay the city transient occupancy tax.
Florida
Miami
FLThe City of Miami permits short-term rentals only in certain transect zones, with low-density T3 areas largely prohibited, and requires a Florida state licence, a Miami-Dade County Certificate of Use and a city Business Tax Receipt. Guests pay state sales tax and Miami-Dade tourist taxes.
Miami Beach
FLMiami Beach permits short-term rentals only in certain zoning districts and requires a Business Tax Receipt, Resort Tax registration and a county Certificate of Use, with the certificate numbers displayed in every listing. Fines for operating without a Business Tax Receipt start at 20,000 USD.
Georgia
Atlanta
GAAtlanta requires a short-term rental licence that covers a host's primary residence plus one additional dwelling unit. Guests pay the city hotel/motel tax of 8 percent on top of state and local sales tax and a per-night state hotel fee.
Savannah
GASavannah requires a Short-Term Vacation Rental certificate obtained through the Rentalscape online portal, with the certificate number displayed in listings and a 20 percent per-ward cap on non-owner-occupied rentals in the historic districts. Guests pay the city hotel/motel excise tax on top of state and local sales tax.
Texas
Austin
TXAustin licenses short-term rentals annually through Development Services and requires the licence number in every listing. Hosts collect the Texas state hotel occupancy tax plus the city hotel occupancy tax, and platforms are required to collect and remit.
Dallas
TXDallas requires short-term rental operators to register for hotel occupancy tax collection through the city Controller's Office via MUNIRevs. A separate 2023 ordinance banning STRs in single-family residential zones has been enjoined by the courts. Guests pay the state and city hotel occupancy taxes.
